Hi, when in canter my horse sticks his head up and takes off, does it on both reins. Is fine being lunged.
Why is he doing this?

Faith there could be many reasons : I would check for sore back sore mouth first to make sure that's not the difference between ridden and on the lunge? If no obvious issues there it may be a habit from a poor training experience.
Try walk to canter to see of a different sequence of things could improve matters. Otherwise you need to be brave and ride into the canter with many many half halts on a circle. Gradually asking the horse to relax and lower and lengthen his frame. Once he's relaxed in the canter the canter transition may become much easier.
